Even if the decision is to not make it a NC it's ridiculous to look at that replay and say that it didn't result in a foul. He clearly lands with his shin on Potierias neck/head as he's lying on his back lol.

@gliese58i If it had a big effect on the outcome, I would've agreed with you. This isn't the case now though. I do agree that the ref could've given him a warning, but he didn't. Regardless of Pereira landing his chin on the side of Potieria's head, I think the outcome would've been the same.
